U.S. House Unanimously Passes Rep. Kelly Morrison’s Native American Entrepreneurial Opportunity Act

June 24, 2026

Bipartisan legislation will allow Native American small business owners more opportunities to develop and grow

WASHINGTON, DC – The U.S. House of Representatives unanimously passed Congresswoman Kelly Morrison’s (D-MN-03) bipartisan Native American Entrepreneurial Opportunity Act. This bill will support Native Americans in establishing and expanding small businesses across the country.
Native American-owned businesses contribute more than $90 billion dollars to the U.S. economy every year and employ 300,000 people across the country — but Native American communities are still often underserved and not given the same opportunities to start and grow small businesses.
Rep. Morrison’s Native American Entrepreneurial Opportunity Act would codify the Office of Native American Affairs at the Small Business Administration (SBA) into federal law, protecting the office and making it a permanent part of the SBA. This would ensure that the Office of Native American Affairs continues to receive critical funding, increases SBA’s ability to offer tailored support to Native American entrepreneurs, and ensures that Congress can practice proper oversight of the office’s activities and effectiveness. The bill also establishes an Assistant Administrator position for the Office of Native American Affairs reporting directly to the SBA Administrator.
In Minnesota, Native Americans and people of color own more businesses than ever before, and this bill will ensure that Native American small business owners have a seat at the table, equal opportunity, and resources and support for years to come.
“Small businesses drive Minnesota’s economy – and we need to make sure Native American entrepreneurs have a level playing field to start and grow a small business. This bill will help create jobs, strengthen our economy, and help all of Minnesota thrive,” said Congresswoman Kelly Morrison “I am so proud to see that the bipartisan Native American Entrepreneurial Opportunity Act passed the House and I look forward to seeing it signed into law so that we can invest in and support our Native communities.”
There are more than half a million small businesses in Minnesota, which represent 99.5% of all businesses in the state. Representative Morrison is a member of the U.S. House Small Business Committee and is dedicated to ensuring small businesses across the country have the resources they need to develop successful, flourishing businesses.
The bipartisan Native American Entrepreneurial Opportunity Act was introduced by Rep. Sharice Davids (D-KS-03) and is co-led by Reps. Kelly Morrison (D-MN-03), Jake Ellzey (R-TX-06), and Elijah Crane (R-AZ-02).
