U.S. Rep. Kelly Morrison Meets with Local Organizations to Highlight Threat of President Trump’s Illegal Federal Funding Freeze

January 31, 2025

CD 3 – This week, after President Trump attempted to freeze all federal grant, loan, and other financial assistance programs, U.S. Representative Kelly Morrison met with local organizations in Minnesota’s Third Congressional District to hear firsthand how this illegal freeze would affect their work.

“President Trump’s illegal federal funding freeze has caused widespread chaos and confusion about so many critical programs that our communities rely on. Thousands of Minnesotans have reached out to our office to express their fear and concern. People don’t know whether they’ll be laid off from their jobs, have access to health care, send their kids to school, or be able to feed their family. The Trump-Vance Administration is recklessly playing with people’s lives and livelihoods – and it is completely unacceptable. I want the Third District to know I have your back, and we will fight this illegal funding freeze,” said Congresswoman Morrison.

At John F. Kennedy High School in Bloomington, Rep. Morrison met with students and educators and discussed how President Trump’s freeze would dismantle TRIO Upward Bound, an educational program that serves more than 800,000 students nationwide and helps prepare them for college success. At Missions Inc. Programs, a local organization that provides housing, emergency shelter, and supportive services to domestic abuse survivors and those seeking recovery from substance use disorders, Rep. Morrison heard about how critical federal funding supports their work serving over 3,000 Minnesotans every year. Missions Inc. Programs receives nearly one-third of their funding for providing lifesaving domestic violence services through federal grants. President Trump’s freeze would threaten one-third of funding for domestic violence support services, meaning 15,000 fewer nights of safety for domestic violence victims. Watch Rep. Morrison’s discussion with Missions Inc. Program leaders here.

At the Eden Prairie Fire Department, Rep. Morrison met with firefighters to see firsthand their life saving work in the community to respond to emergency situations. President Trump’s funding freeze would jeopardize 100% of the federal funding provided through the Staffing for Adequate Fire and Emergency Response (SAFER) Grants, which helps local fire departments recruit and hire first responders.

At the Eden Prairie Planned Parenthood, which offers critical services like vaccines, cancer screenings, mental health care, and reproductive healthcare, Rep. Morrison met with health care providers to discuss how the threat of a federal funding freeze could impact Minnesotans' access to basic, essential health care. In 2024, Planned Parenthood served over 60,000 patients across Minnesota. President Trump’s illegal federal funding freeze would impact the health insurance assistance programs that 40% of the patients at Planned Parenthood North Central States’ Minnesota rely on for accessing essential reproductive health care.
